Learning outcomes :
There are two objectives: on one hand, at the end of the course, students are supposed to have a good knowledge of the legislation, the main cases laws and the uses in the field of free movement of persons inside and towards the European Union. On the other hand, on theses bases, the course opens the discussion on the future challenges.

Course contents :
The course is divided in two parts:

The first part is devoted to the problem of crossing the external borders of the European Union and therefore focuses on the following topics:
- Free movement of persons
- Immigration policy
- Political asylum
- The issue of visas.
Progressive communitarisation of these issues will be emphasized.

The second one will deal with the police and judicial cooperation in civil and criminal matters. The following aspects will be approached:
- Judicial cooperation: mutual recognition of judicial decisions, the merger of substantive and procedural criminal law, new methods of cooperation and actors (Eurojust, the European Judicial Network, etc.).
- Police cooperation: the collection and sharing of information (Europol, SIS, interoperability of databases, the principle of availability, data exchange), methods and framework for cooperation (Schengen, Naples II, Convention of 29 May 2000, etc.), training (CEPOL), the scientific and technical policy, operational cooperation
- The external dimension (Agreements of the Union, the common positions)
- The policies: the fight against terrorism, organized crime, drug trafficking
- Perspectives: the Constitutional Treaty, the gateway of art. 42 TEU, strengthened cooperations.

Planned learning activities and teaching methods :
The ex cathedra presentations include the analysis of case law decisions in order to encourage reflection and interaction with students. The course might include some interventions of experts.
