LEUSL2107 - Current issues facing the European Union 1

Learning outcomes :
This seminar connects the teachings of the program topics, controversies and debates present in the European current events.

The purpose is threefold:
(i) to develop the student's understanding of how form and actually develop European policies. It aims to complete a theoretical knowledge with a fine perception of the mechanisms and actors which allow, hinder or facilitate the development of these policies;
(ii) to encourage the development of a critical analysis of all media communication in connection with EU policies;
(iii) to invite the student to express, quickly and with little preparation, balanced and well-argued opinions on European issues. Indeed, students are regularly asked to react, the goal is less to assess the answer itself than its expression and information processing on which it is based.

Course contents :
This seminar annually selects one or more issues from the European current affairs closely related to its purpose. The Professor provides the first key of understanding and invites practitioners able to inform students about the actual functioning of institutions and groups involved in the issue (officials of the European institutions, national and regional members of the European Parliament and of the permanent representations, lobbyists, journalists, etc..). The specific content is determined by the choice of European current issues and this choice can not be defined in advance. Potential topics are diverse, they are going from the reform of the Common Agricultural Policy to the treatment of Roma people in the EU through the topic of the fight against youth unemployment. 9 hours are devoted to questions related to current banking, economic, financial and fiscal crises. The first course is usually devoted to the treatment of European affairs as such ("How can we communicate on European issues?"), A journalist who follows these issues is also invited.

Planned learning activities and teaching methods :
Teaching is primarily based on the presentations of teachers and external speaker. These presentations are however always interrupted or followed by discussions.

Teaching then relies on the active participation of students: preparing press releases, oral and written statements on specific topics, reports of readings, etc.

Assessment methods and criteria :
Oral examination (about 20 minutes). During the first 10 minutes, the student presents a personal and original preparation on one of the topics discussed in class, he also answers questions from the Professor. Over the next 10 minutes, the Professor asks the student to present the fundamental teachings of one or another topics of the course.

The student may have the European treaties with him.
