DPIM2130 - Planning

Learning outcomes :
At the end of the course, the student will know the entire body of land-use planning legislation in the Walloon region and Brussels-Capital Regions.

Prerequisites and co-requisites / Recommended optional programme components :
The required competences are rather limited. It is only important to have basic legal knowledge

Course contents :
The course covers the following questions:

1. General principles: it has to do with the entire body of principles applicable to the subject regardless of the Region concerned. We analyse:

- Characteristics of the land-use plans (regulatory value, indicative value, time dimension);
- Contents of the plans and diagrams (graphic and literal regulations, right to build);
- The hierarchy of the plans and diagrams;
- The standard adoption procedure for a plan or a diagram;
- Rules of participation (processing of complaints, modifications following public inquiry);
- Relationships between town and country planning and the other administrative policies;

2. Plans and diagrams in the Walloon and Brussels-Capital Regions. For each planning document, we analyse:

- Contents,
- Procedure of development
- Legal validity and effects

Planned learning activities and teaching methods :
The course is designed to be as interactive as possible insofar as the students are incited to put forth their questions. Specific cases and examples are discussed in order to illustrate the subject matter as well as possible.



Assessment methods and criteria :
A written examination takes place at the end of the course, and it will contain questions on the syllabus and the lectures.


Recommended or required reading :
The syllabus contains all useful references to doctrines and case law.

Materials:
A very detailed syllabus (120 pages) is handed out to students. It includes all subject matter as well as the case law to which the course refers.
It is important that students have at their disposal the legislation concerned, i.e. the Walloon Code of Land Use, Town Planning, Publicly-Owned Properties and Energy and the Brussels Code of Land Use.
