The objectives of the course are to enable students to acquire or to develop:
- a thorough knowledge of Walloon and Brussels regional law on town planning authorisations (town planning permits and subdivision permits / urbanisation permits) and town planning certificates
- the appropriate reasoning and reflexes to solve practical cases (in particular the handling of texts and the referrals to case law)
- a critical approach to town planning law.

Students will have to be able to master the concepts, the instruments and their implementation by comparing the solutions developed in the two regions.

Students must hold a Master of Law degree. Knowledge of general administrative law is an essential prerequisite.

This course's objective is to present the principal rules relating to the subject of “town planning authorisations”, i.e., in concrete terms, the town planning permit, the subdivision permit and, in the Walloon Region, the urbanisation permit as well as town planning certificates or their equivalent in the Walloon and Brussels Regions. For each type of authorisation, the course examines its field of application (types of acts and work subject to an authorisation), its contents and its form and its effects. Next, a chapter is devoted to the procedure of granting permits and to the possibilities for recourse. A final chapter deals with town planning certificates.

Lectures, with numerous examples drawn from the lecturer's ongoing experience as a lawyer.

Students are advised to procure the principal legal texts and regulations cited in the syllabus for the examination. Various Codes are sold in local bookshops (La Charte/Die Keure, Larcier, Bruylant). It is also possible to procure the coordinated legislation on Internet.
