Learning outcomes :
The objective of this course is to improve students' understanding of the main features of European Union policy in the fields covered by Title VI of the Treaty on European Union (provisions on police and judicial cooperation in criminal matters).

Course contents :
By way of introduction the course reviews the institutional framework for this policy area. It then moves on to examine, in turn, the following themes:
- Judicial cooperation: mutual recognition of judicial decisions, the merger of substantive and procedural criminal law, new methods of cooperation and actors (Eurojust, the European Judicial Network, etc.).
- Police cooperation: the collection and sharing of information (Europol, SIS, interoperability of databases, the principle of availability, data exchange), methods and framework for cooperation (Schengen, Naples II, Convention of 29 May 2000, etc.), training (CEPOL), the scientific and technical policy, operational cooperation
- The external dimension (Agreements of the Union, the common positions)
- The policies: the fight against terrorism, organized crime, drug trafficking
- Perspectives: the Constitutional Treaty, the gateway of art. 42 TEU, strengthened cooperations.
