Advanced Master in Human Rights

 

The Institutions

 

The University of Namur (UNamur), founded in 1831, is today one of the largest Jesuit universities in Europe. Its philosophy is based on the Belgian university model that links teaching and research, illustrating the role a university has to play in society. UNamur’s organisation includes six faculties: law, medicine, philosophy and literature, computer science, (natural) sciences, and economics, management and social sciences.

 

Located in the heart of Brussels since 1858, Saint-Louis University, Brussels welcomes some 2,800 students and offers programmes of study in law, in philosophy, literature and human sciences as well as in economic, social and political sciences. With regard to the law studies, Saint-Louis is an interdisciplinary teaching and research centre, in particular in the field of legal theory.

 

The Catholic University of Louvain (UCL) is the largest French-language university in Belgium. It has been an international centre of teaching, research and university education since 1425. Nearly a quarter of its 19,000 students are foreigners. The Louvain-la-Neuve site, where most of the UCL faculties have been located since 1970, is just 30 km away from Brussels and is easily reached from there.

 

The programme and its objectives

 

Advanced Master in Human Rights

 

The law faculties of these three universities have chosen to jointly organise an Advanced Master in Human Rights programme in the framework of the Académie universitaire 'Louvain'. The Advanced Master programme is spread over one academic year, from mid-September through mid-May of the following year.

 

In addition to its primarily legal scope, the Advanced Master was developed in an interdisciplinary perspective.  It aims to impart to students specialised knowledge in the field of human rights, on both the domestic and international levels. It its legal aspects, the Advanced Master deals with the human rights provisions guaranteed not only by international jurisdictions and institutions but also by State laws. It its coverage of interdisciplinary subjects, the Advanced Master aims to provide students with tools from other human sciences (history, philosophy, sociology) in order to better understand and implement this protection of human rights.

 

Public, venues and course schedule

 

The programme is intended for any person who wishes to specialise in the field of human rights as well as for legal practitioners, lawyers or judges, for members of non-governmental organisations and for national or international civil servants. The link between theory and practice in the defence of human rights, which led to this Advanced Master’s creation and organisation, is also reflected by the public attending the programme.

 

Class schedules are drawn up so as to enable individuals with a professional activity to take part in the programme. The courses are taught at Saint-Louis University, Brussels on Tuesday and Thursday evenings from 5:30 to 8:30 and on some Saturdays from 9:30 to 12:30 and from 1:30 to 4:30. In order to complete the programme, some Mondays or Wednesdays may also be chosen, with courses taking place on those evenings from 5:30 to 8:30.

 

Programme governance and administration

 

The Advisory Council of the Advanced Master programme is composed of all individuals involved in teaching subjects to students.

 

The Council Board is composed of Professors Olivier De Schutter (UCL-Saint-Louis), Jacques Fierens (UNamur) and Philippe Gérard (Saint-Louis) and act, among other things, as the admissions committee.

 

The programme’s administration is handled by Mr. Jean-Michel Bruffaerts (Saint-Louis).

 

Admission Requirements

 

Admission to Advanced Master studies is governed by article 54 of the Decree of 31 March 2004 defining higher education, facilitating its integration into European higher education and the refinancing of universities, as well as the ensuing legislation in application of this decree.

 

Applicants with one or more of the following types of academic qualification or degree qualify for admission to the Advanced Master in Human Rights inasmuch as they have a distinguished academic career or are able to demonstrate considerable personal or professional experience in the field of human rights:

 

An academic degree of Master (120 ECTS credits), granted by institutions in the French-speaking Community of Belgium or in the Flemish Community of Belgium, including the academic degrees granted by non-university institutions of higher education teaching full-length programmes of study or by the Belgian Royal Military Academy.

 

A second-cycle academic degree granted by institutions in the French-speaking Community of Belgium in accordance with the provisions existing prior to the decree of 31 March 2004.

 

A foreign degree or qualification recognised as being equivalent to one of the aforementioned degrees by the French-speaking Community of Belgium.

 

A foreign degree or qualification judged to comparable to one of the aforementioned degrees and which has been evaluated as being equal to or greater than 300 ECTS credits by the admissions panel.

 

The application files are reviewed by the Council Board, which grants admission to the Advanced Master programme.  Generally speaking, an applicant’s second-cycle degree must be in a field of law, in a field related to the Advanced Master or in a different field.  In this last case, an applicant’s degree must be complemented by specific skills acquired through personal or professional experience in the field of human rights.

 

Additional Admission Requirements

Where deemed appropriate, the Council Board may decide to complete a student’s programme of study with courses covering the foundations of international public law and/or the concepts and sources of law. In cases where such prerequisites apply, students must receiving satisfactory grades on the exams for these courses in order to qualify for the Advanced Master degree.

 

Language Requirements

 

Courses are taught in French, which is also the language of most of the course material. A strong command of this language is, therefore, a requirement. Passive knowledge of English is also necessary in order to be able to read certain related documents.

Diploma
