Learning outcomes :
By the end of the course, student will be able to understand the complex institutional system of the European Union. This understanding achieved, he will then be able to address in other courses the content of the policies pursued by the European institutions.

He will also be able to handle and analyse the sources of EU law (Treaties, case-law, institutions' documents) in order to find the needed information for solving a legal problem (from simple to medium complexity).

Course contents :
In its first part, the course interrogates the legal nature of the EU: is it an international organisation like any other; is it a State or still something else? By providing an answer to this question, the course defines basic legal concepts (e.g. the concept of sovereignty) and describes the specific identity of the EU (e.g. the EU brings together not only States but also people).

In its second part, the course examines the objectives and competences of the EU (session I); the institutions and other organs of the EU (session II); the decision-making process (session III); the litigations before the Court of Justice and before the national judges (session IV); the legal order of the EU and its interconnection with national legal orders (session V).

Planned learning activities and teaching methods :
Classical teaching, without previous readings. However an active participation in the course is required.

Assessment methods and criteria :
Written or oral examination, a choice is made by the teaching staff at the outset of each academic year.

Recommended or required reading :
For the first part, a comprehensive course support is provided for the student. For the second part, student will be provided with the teacher Powerpoint slides which he is invited to complete with his personal notes.
