Learning outcomes :
Environmental protection was initially defined, in domestic law, by the policy governing the establishments classified under the General Regulation for Occupational Health and Safety, i.e. by a system of prior authorisations for dangerous, unhealthy or uncomfortable establishments. This system has developed into one of “environmental permits” as it is now organised in the three Belglian regions.
The objective of the course is to understand the cross-cutting aspects and the specific characteristics of the systems in place.

Course contents :
Initially, the course covers the normative framework of the system of administrative authorisations with regard to the environment as set out by European Union law. The course reviews the criteria of the environmental impact assessment legislation covered in a previous course and the requirements of the IED directives (Industrial Emissions Directive - formerly IPPC, Integrated Pollution Prevention and Control) and SEVESO.
Following this introductory part of the course, the domestic legal systems will be covered and compared so as to assess their evolution since the implementation of the RGPT.
